The Deputy Head for the Staff in the Welfare Area of Qeqqata Municipality in Maniitsoq plays a central role in ensuring effective financial management and leadership. Deputy Head of the Staff in the Welfare Area
As the deputy head of the Secretariat in the Welfare Area, Economics, and Law in Qeqqata Municipality in Maniitsoq, you play a central role in ensuring that the welfare area's finances are managed effectively and in accordance with applicable legislation, including assisting the head of the secretariat with the management and operation of the secretariat, as well as the economic and legal aspects within the Welfare Area. The head of the secretariat is physically located in Sisimiut.
Implicit in the role of the deputy chief of staff is that the chief of staff is responsible for all municipal employees employed in the assistance department and secretariat in Maniitsoq, Sisimiut, and the villages.
The deputy manager's responsibilities and key tasks
Qeqqata Municipality is a geographically large municipality, and it is particularly important that there is good communication and collaboration between towns and settlements. Among other things, the collaboration between departments in Sisimiut and Maniitsoq is essential. As a department head, there is a responsibility to ensure that workflows and methods are consistent for departments in Sisimiut and Maniitsoq. At the same time, there is a responsibility, in collaboration with the chief of staff and the department heads, to ensure knowledge sharing and support among employees in towns and settlements.
Main areas of responsibility for the position, in close collaboration with the Chief of Staff, include:
1. Daily operations and management

The deputy manager will be responsible for the daily management of the department's employees in Maniitsoq.

Planning and prioritization of tasks.

Ensure that the secretariat function is in relation to the other welfare sector's professional departments.

Secure the secretariat function towards the Welfare Committee.

To ensure that the welfare area's economy is managed responsibly.

That an overview of budgets and accounts has been created.

Ensuring together with the Chief of Staff and the Director of Welfare that financial management in the welfare area is in accordance with the municipality's political decisions and strategies.

That in close collaboration with the professional departments, economic case processing and administration is established.

Advisory services in legislation in the Welfare sector.

Handling of ombudsman cases and cases at the Social Appeals Board.

Quality assure case presentations before they are processed by the Welfare Committee.

Participate in hearing responses and notes for political committees and the municipal council.

The deputy manager must contribute to developing the competencies of the employees in the department through ongoing professional sparring and by creating an environment that promotes learning and well-being. An important part of this is to implement harmonized workflows across Sisimiut and Maniitsoq.

Co-responsible for the 14 employees in the municipality's administration in the department as well as the employees at the municipality's decentralized institutions (shelters and crisis centers).

Obligation to convene leadership and staff meetings.

The deputy manager acts as the chief of staff during their vacation or other legal absence of more than 14 days.

The deputy manager will lead specific projects within the department – from planning and resource management to implementation and follow-up. This includes ensuring that the projects are delivered on time and within budget, as well as meeting the established goals.

Interdisciplinary collaboration with other departments in the welfare sector; the Elderly and Disability area and the Children and Family area, as well as with other internal areas in Qeqqata Municipality and with external partners.

Academic education in administration or equivalent in the social field, e.g. social worker.

Documented experience in public management, including financial management and project management.

Knowledge of the legislation in the social sector.

Ability to work strategically, purposefully, and with a holistic perspective.

Good communication skills in both Danish and Greenlandic, as well as an understanding of Greenlandic societal conditions and culture, are an advantage.

Respectful and engaging leadership style that promotes dialogue and collaboration.

Flexible and solution-oriented approach to complex tasks.

Ability to create and maintain a good working environment with room for learning.

Good at motivating employees
Salary and employment conditions are agreed upon in accordance with the applicable collective agreement between the Government of Greenland and your negotiating organization. Housing is provided according to current regulations, and free relocation and departure travel as well as household moving expenses are granted after at least 3 years of employment.
A staff apartment can be allocated, for which payment is made according to applicable rules.
Criminal record:
This position is subject to the law requiring the collection of a criminal record.
According to the law, the employment can only begin once the municipality has received a criminal record. We would therefore like to point out that the start date can only be agreed upon once the municipality has received the criminal record from the Police.
