Deputy Head for Children and Family Area

Qeqqata Municipality is seeking an engaged and strategically strong deputy head for the Children and Family area. You will be a key player in the development of the welfare sector, responsible for strategic leadership, financial management, personnel management, and collaboration across the municipality's departments. The position requires an academic degree and experience in public sector management.

The Welfare Area in Qeqqata Municipality is seeking a deputy head for the Children and Family area.

Qeqqata Municipality is seeking an engaged and strategically strong deputy manager for a newly established key position within the municipality's Child and Family area.

As deputy head, you will be a central player in the development of the welfare sector in Qeqqata Municipality, particularly within the Child and Family area, where you will have the opportunity to influence strategic decisions and strengthen collaboration across towns and settlements. Your closest collaborator will be the head of the Child and Family area, who is also responsible for the 18 employees in the Child and Family area within the municipality's administration, as well as the municipality's family centers, municipal residential institutions for children and young people, foster families, and child care facilities. In close cooperation with the head of the department, you will ensure professionalism, financial oversight, and harmonization of workflows for the Child and Family area – all with a focus on creating a positive and lasting difference for the citizens of the municipality.

The deputy manager's responsibilities and key tasks

Main areas of responsibility for the position, in close collaboration with the department head, include:

1. Strategic management

  • Implementation and development of the overall strategy for the Children and Family area.
  • Ensuring professionalism among employees and harmonizing workflows across the municipality's two towns and six villages.
  • Financial management and ensuring budget compliance in the Child and Family area.
  • Supervision of operations, staff, and decentralized units such as family centers, children's homes, foster families, and the municipal residential institution.
  • Preparation of case presentations for the Welfare Committee and the Municipal Council, as well as participating in the quality assurance of these.
  • Ensure and engage in collaboration across the municipality's departments and levels.
  • Co-responsible for 64 employees, of which 18 are in the municipal administration and 46 in decentralized units. The department head has the ultimate responsibility for this.
  • Strengthening employees' professionalism through dialogue, clear leadership, and freedom with responsibility.
  • Obligation to convene leadership and staff meetings
  • Act as department head during their vacation or other lawful absence of more than 15 days.
  • Work for coherent and targeted efforts across cities and towns.
  • Ensure compliance with legislation in the Child and Family sector.
  • Ensure the implementation of politically adopted goals.
  • Quality assure case presentations for the Welfare Committee.
  • Contribution to, and implementation of, the reorganization of the Welfare area.
  • Ongoing development of the Child and Family area to ensure better conditions for children and families.
  • collaboration with other departments in the welfare sector; the Elderly and Disability area, the Chief of Staff's area, and with other internal areas in Qeqqata Municipality as well as with external partners.
  • Academic education or equivalent in the social field, e.g. social worker.
  • Documented experience in public management, including financial management and project management.
  • Knowledge of the legislation within the social sector, including the Child and Family area.
  • Ability to work strategically, purposefully, and with a holistic perspective.
  • Good communication skills in both Danish and Greenlandic, as well as an understanding of Greenlandic societal conditions and culture, are an advantage.
  • Respectful and engaging leadership style that promotes dialogue and collaboration.
  • Flexible and solution-oriented approach to complex tasks.
  • Ability to create and maintain a good working environment with room for learning.
  • Good at motivating employees

Salary and employment conditions are agreed upon in accordance with the applicable collective agreement between the Government of Greenland and your negotiating organization. Housing is provided according to current regulations, and free relocation and departure travel as well as household goods relocation are granted after at least 3 years of employment.

A staff housing can be allocated, for which payment is made according to applicable rules.

Criminal record:

This position is subject to the law requiring the collection of a child certificate and a criminal record.

According to the law, employment can only begin once the municipality has received a criminal record. We must therefore point out that the start date can only be agreed upon once the municipality has received the criminal record from the Police.
