Greenland's Self-Government is seeking a strategically strong project manager for the Digitalization Agency. You will lead the project department, contribute to the national digitalization strategy, and ensure a safe working environment. The position involves financial management, personnel management, and development of project culture. We are looking for a leader with experience in IT solutions and change management.

Project Manager Project Manager for the Project Department

The Danish Agency for Digitization is seeking a strategically strong project manager to lead our project department. You will play a key role in delivering the national digitalization strategy 2024–2028 and the agency's own digitalization projects. Your task resolution will take place in close collaboration with your colleagues in the Agency for Digitization and across the central administration.

The project department is facing a reorganization, where you will have the opportunity to influence the development of the department. You will need to formulate the department's strategic focus, recruit the right competencies, and build an open and trusting work environment.

About the project department and the position

The project department works, among other things, with project and portfolio management, including the management of internal and external project managers, the Common Public Project Model, and portfolio management for the joint public portfolio steering group.

The department also plays an important role in supporting a better utilization of existing digital solutions, so that, as much as possible, we build on what already exists rather than developing new ones. In addition to using standard solutions, new solutions must of course also be developed.

  • As project manager, you lead the portfolio of joint public digitization projects and

translates strategies into priorities, concrete initiatives, and decision proposals for steering groups, the director of the agency, and the joint public portfolio steering group

  • you set the direction for methods, standards, and quality in project and portfolio management
  • you lead the Project Department and ensure a safe and open working environment

You are responsible for the department's financial management in relation to budgeting and follow-up. You are interested in exploring external funding opportunities that can be sustained in operations, such as EU funds or other relevant funding options.

You will have a job with many interfaces and collaborators across the Self-Government, as the department must ensure good dialogue and early involvement of stakeholders inside and outside the public sector, with a focus on implementation, training, and mandatory grant processes.

  • Your main tasks Lead and further develop the project department's portfolio, project, and reporting process
  • Manage personnel with a focus on good well-being as a foundation for recruiting and retaining skilled employees.
  • Prepare easily understandable reports for top management, including budgeting, budget follow-up, preparing recommendations and decision proposals for steering groups, the director, and the joint public portfolio steering group.
  • Support units in developing sharp and realistic project applications.

Contribute to developing project culture and digital skills in the public sector.

  • The project basis must be matured with early involvement of system owners and operations, a focus on implementation and training, as well as clarified funding in collaboration with the relevant ministries.

About you

  • We expect that you: have a relevant higher education and documented management experience, including financial management. It is an advantage if you are familiar with public grant processes.

  • has knowledge of or experience with supplier management, procurement processes, and contract negotiation.
  • is used to preparing precise and clear decision-making proposals for management and strategic/political forums

  • has experience with change management
  • has strong communication skills and can convey clearly in writing and verbally, both formally and informally
  • can take on a facilitating role and create an overview in a busy environment where managers and colleagues have a large workload and limited time
  • can engage in a constructive and close collaboration with the other management team
  • It is an advantage that you can speak/write in Greenlandic and have knowledge of local conditions, but it is not a requirement.

Salary and employment conditions are determined according to the applicable collective agreement.

Employment conditions

The position is currently classified as corresponding to 38. The salary with fixed salary components and own contributions to pension in LR 38 amounts to DKK 64,048 monthly and DKK 768,576 annually as of April 1, 2026.

Employment will primarily occur under collective agreement terms; if the applicant is already a civil servant according to the civil servant laws for the public sector in Greenland, employment may occur under civil servant terms.

For the position, it applies that no maximum service time has been established and that the provisions regarding compensation for overtime and the provisions regarding compensation for lost days off do not apply; the working hours are initially 40 hours per week.

Salary and employment conditions, including the right to relocation and moving expenses, in accordance with the collective agreement in force at the time of commencement between the Government of Greenland and the relevant negotiating organization.

Housing

No staff housing is provided for the position. If an applicant already has staff housing through employment in the Self-Government, the right to the assigned staff housing is retained. The staff housing is linked to the employment relationship and must be vacated upon termination of the employment relationship.
