Full-Time Officer/Consultant for Economic Analysis and Reform Work in Greenland

The Government of Greenland is seeking a full-time officer/consultant for economic analysis and reform work. The position involves working with economic analysis, policy development, and reforms. You will work closely with political decision-making processes and have the opportunity for professional development in economic analysis within a political environment.

Agent/consultant for economic analysis and reform work in Greenland

Would you like to work with economic analyses and policy development that form the basis for central reforms? Do you have strong analytical skills and experience with data-driven analyses and a desire to work closely with political decision-making processes? Then you might be our new colleague in the Department of Economic Planning in the Ministry of Finance.

About the job

Greenland is facing a number of structural challenges that require strong analyses and rethinking of the public sector. As an employee in the Department of Finance, you will be part of the central engine room for the Government's economic policy and reform work.

You will play a central role in the work on economic and structural analyses and related political decision-making proposals – including in connection with reforms as part of the follow-up to the Government of Greenland's Sustainability and Growth Plan 2 and the upcoming reform commission. The reform work focuses, among other things, on creating a more efficient, coherent, and future-proof public sector, including through analyses of the central administration, the interaction with municipalities, and opportunities to free up resources for citizen-related tasks. You will thus work with analyses that have a direct impact on political prioritization and the development of the public sector in Greenland and the priorities of the Government of Greenland.

The work involves the use of both quantitative and qualitative methods, including the analysis of large datasets and the communication of results to decision-makers. The position offers good opportunities for professional development in economic analysis and policy development in an environment close to the political decision-making process.

Your tasks

  • You will – depending on your skills – among other things work with: Preparing economic analyses, including expenditure, structural, and impact analyses.
  • Contribute to analyses and decision-making proposals in relation to the work of the reform commission.
  • Analyze the distribution of tasks between the Self-Government and the municipalities.
  • Assess the socio-economic consequences of reform proposals.
  • Process and analyze larger datasets
  • Communicate analyses to both professional and non-professional target groups.
  • Participate in cross-cutting analysis projects
  • Contribute to the presentation of analyses and results in decision-making processes.

You will have the opportunity to work independently on analyses as well as collaborate with colleagues and external stakeholders.

Your profile

  • We imagine that you have a relevant social science master's degree (e.g., economics, political science, etc.).
  • Has strong analytical skills and experience with quantitative analysis – preferably from working with larger datasets.
  • Has experience with data processing
  • Can convey complex analyses clearly and precisely to different target groups.
  • Works in a structured manner and quickly adapts to new issues.
  • Has an interest in working closely with political decision-making processes.

Experience from analytical work in a public organization or consulting firm is an advantage, but not a requirement.

Recent graduates with relevant experience from part-time jobs or internships are also encouraged to apply.

The department as a workplace

The Department of Finance takes on the coordinating role in the execution of the Government of Greenland's political economic work and fiscal policy agendas. This includes, among other things, the preparation of the annual budget, which is commonly referred to as the budget for the Self-Government's expenses and revenues.

It is our task to work towards ensuring that the Naalakkersuisut has the best possible conditions for conducting a sustainable economic policy that strengthens growth, productivity, and prosperity, and supports an efficient operation of the public sector – both in the short term through responsible financial management and in the long term by addressing structural sustainability challenges. We have a wide range of tasks, short decision-making processes, and are close to the political level. At the same time, we work extensively data-driven and with analyses that are directly translated into political decision-making foundations. A job in the Department of Finance is therefore also characterized by a high degree of influence and responsibility in connection with the preparation and communication of analyses and political decision proposals.

You will be working in the department's Economic Planning division and will engage in close professional collaboration on analyses and the development of decision-making foundations with the department for Law and National Planning. Additionally, the division continuously collaborates with the Tax Agency, the Ministry of Finance and Personnel, as well as Greenland's Statistics, which operate as independent entities under the department. In this context, you will have the opportunity to work across data, analyses, and policy in collaboration with both internal and external stakeholders.

Salary and employment conditions

You will be employed according to the agreement between the Government of Greenland and the relevant professional organization and will be placed as an assistant or specialist/chief consultant based on your documented seniority and qualifications.

Salary and employment conditions, including the right to travel for joining and leaving, as well as relocation of personal belongings, in accordance with the agreement/collective agreement applicable at the time of commencement between the Government of Greenland and the relevant negotiating organization.

Employees of the state have, depending on the collective agreement, the right to unpaid leave in connection with employment under the Government of Greenland. The state has also urged municipalities and regions to be accommodating towards applications for unpaid leave when employed under the Government of Greenland. The provisions regarding unpaid leave also include spouses or partners of individuals who are employed under the Government of Greenland.

As part of a potential interview, you should be prepared to take a short written test with professional questions.

Housing

No staff housing is allocated for the position. If an applicant already has staff housing through employment in the Self-Government, the right to the allocated staff housing is retained. The staff housing is linked to the employment relationship and must be vacated upon the termination of the employment relationship.
