Avannaata Municipality is seeking an engaged coordinator to build and coordinate a volunteer emergency service in the municipality. With the opening of a new airport and increasing tourism, there is a need for extra capacity. The position involves planning, coordinating, and developing volunteer resources in collaboration with local stakeholders.

Avannaata Municipality is seeking a dedicated and experienced coordinator to build and coordinate a volunteer emergency response in the municipality.

Ilulissat is facing significant development with the opening of the new international airport. At the same time, the municipality is experiencing increased activity in tourism, sailing, outdoor life, and business. This places greater demands on the overall preparedness.

The municipality's emergency preparedness is already being upgraded, but in the event of larger incidents – for example, accidents at sea, in the mountains, or in the open countryside – there will be a need for extra capacity. The purpose of the position is therefore to build a strong network of volunteers who can support the professional emergency authorities when the need arises.

The position is a project manager role responsible for planning, coordinating, and developing the volunteer emergency response in close collaboration with the municipality's emergency services, relevant authorities, and local actors.

Your work tasks.

You will be responsible for, among other things:

  • Mapping the municipality's needs for volunteer emergency resources
  • Establish and develop a voluntary emergency response in the entire municipality.
  • Create collaboration with local associations, businesses, and organizations.
  • Mobilize volunteers through information meetings, workshops, and networking activities.
  • Establish cooperation with tour operators, boat drivers, hunting and fishing associations, snowmobile associations, and other relevant stakeholders.
  • Prepare contact lists and emergency registers of volunteer resources.
  • Contribute to describing roles, responsibilities, and activation procedures for volunteers.
  • Develop emergency plans in collaboration with the municipal emergency services.
  • Plan and coordinate exercises and training activities for volunteers.
  • Identify the need for equipment and skills development among the volunteers.
  • Contribute to the ongoing evaluation and further development of the volunteer emergency response.

An example could be the establishment of a voluntary maritime emergency response, where local tour operators and other boat owners voluntarily participate in an emergency scheme. The coordinator must, in collaboration with the emergency response, describe how the volunteers can assist in larger incidents, what equipment should be on board, and how activation and communication should take place.

We expect that you

  • Has experience with project management or coordination of larger projects.
  • Has experience from emergency services, rescue services, police, defense, health preparedness, or similar.
  • Has experience in developing emergency plans and procedures.
  • Has good collaboration skills and can create engagement among many different stakeholders.
  • Works in a structured and independent manner
  • Has good communication skills both orally and in writing.
  • Can create trusting relationships and motivate volunteers
  • Has an understanding of the collaboration between public authorities, businesses, and civil society.
  • Has a driver's license (desirable)

Knowledge of Greenlandic conditions and experience working in smaller local communities will be an advantage.

Employment terms

The position is a project manager position.

Salary and employment conditions are determined in accordance with the applicable collective agreement. In setting the salary, the applicant's education, experience, and other qualifications will be given significant importance.

No housing is provided for the position.
