The Department of Finance is seeking 1-2 full-time legal advisors/lawyers

Do you have the ability and desire to work with both case processing, ministerial servicing, and legislative preparation?

We are looking for lawyers who thrive on creating structure in complex tasks, keeping track of many parallel processes, and ensuring that tasks are followed through to completion. You are motivated by planning, coordinating, and creating order in case processes, legislative projects, and decision-making processes.

The department works with legislation in the tax area, physical land planning, and public financial management. In addition, legislation in the financial area is handled in collaboration with the national authorities. In the tax area, the work may include implementing political reforms as well as ongoing updates and adjustments to tax legislation. In the land planning area, there is an increasing demand for land, and there is a need to modernize legislation and ensure better land planning. In the economic area, the work may include legislation and decisions related to the Budget and Accounting Act.

In addition, the tasks include guidance in these areas and case processing, including handling complaints regarding municipal decisions under planning legislation.

The position is well-suited for you if you thrive on creating an overview in complex cases and processes. A significant part of the work consists of planning, coordinating, and following up on legislative projects, political decision-making processes, and case processing, where precision, structure, and timely delivery are crucial.

You will be linked to one of our areas of work such as taxes, duties, or collections, depending on your qualifications, skills, and preferences. You will primarily be engaged with one of the mentioned areas, but should also expect to have legal tasks within other areas of the department, e.g., processing of complaints.

Your qualifications

You are a graduate cand.jur. or cand.merc.jur. and preferably have some years of experience, but a skilled and engaged recent graduate may also be considered.

• have knowledge of or interest in one or more of the subject areas we work with,
• are well-spoken in both speech and writing, preferably able to speak and write Greenlandic, Danish, and English, and have knowledge of Greenlandic culture and society
• understand how to communicate so that non-lawyers understand the message,
• have good text analytical skills and preferably a good understanding of numbers.

Salary and employment conditions

The positions are full-time with a weekly working time of 40 hours, and report to the head of the Department of Law and Land Planning. Salary and employment conditions otherwise follow the agreement/collective agreement in force at the time of appointment between the Government of Greenland and the relevant negotiating organization.

Employment as a special consultant or chief consultant may be considered if the conditions of the academic agreement are met. For special consultants, special expertise at a high professional level relevant to the position is required, and as a starting point at least 3 years of relevant work experience in the field. For chief consultants, at least 6 years of relevant work experience in the field is generally required, and normally prior employment as a special consultant for several years.

Civil servants in the state and employees under several AC agreements, including the agreement between DJØF and the Ministry of Finance, have the right to unpaid leave in connection with employment under the Government of Greenland. The Ministry of Home Affairs has also urged municipalities and regions to show consideration for applications for unpaid leave in connection with employment under the Government of Greenland. The provisions on unpaid leave also apply to spouses/partners of persons employed under the Government of Greenland.

Housing

Unfurnished staff housing can be assigned for the position according to the applicable rules at any time. Housing cannot be assigned to persons who already have staff housing or another housing owned by the municipality or the Government of Greenland. Rent and deposit are paid according to the applicable rules for the assigned housing. The staff housing is linked to the employment relationship and must be vacated upon termination of the employment relationship.

Rent and housing standards may vary depending on the age of the housing, ownership conditions, etc. There may be waiting time for the assignment of permanent staff housing, which is why temporary accommodation may occur, including in smaller co-housing or hotel apartments, for which taxation occurs. It is not possible to keep larger pets such as dogs or cats in staff or temporary housing.
