The Department of Housing, Infrastructure, Outer Districts, and Emergency Management is seeking a department head for the emergency management department.

About the position
The department head reports to the Permanent Secretary and is part of the department's management group. From the turn of the year, the emergency management department will consist of 6 positions, of which 3 positions are currently filled. Additionally, an agreement has been made with the Ministry of Social Security and Emergency Management for the loan of up to 3 employees, who will also be part of the department.
You will have close collaboration with municipalities, citizens, businesses, interest organizations, and associations, Danish and foreign authorities, and not least with the political level. There will also be close cooperation with the department's management group and other departments.
You will be responsible for setting direction for the area, prioritizing and coordinating tasks, and ensuring high quality and progress in task resolution. At the same time, you must support the professional development of employees and create good conditions for independent task resolution, responsibility, and collaboration.
The position combines personnel management and professional leadership with legislative work, authority tasks, economic and administrative issues, as well as close political-administrative servicing.
Your areas of responsibility
Your areas of responsibility will include:
- personnel management and professional leadership of employees and ensuring good conditions for employee well-being, professional development, responsibility, and independence
- ensuring quality and effectiveness in the department's authority and development tasks, projects, and documents prepared in connection with decision proposals, legislation, notes, and decisions
- development, administration, and follow-up on the area's legislation
- being responsible for coordinating the Self-Government's emergency plans
- serving as the secretariat function for the Emergency Commission, including being the deputy for the chair of the Emergency Commission
- ensuring coordination and effective communication, collaboration, and stakeholder involvement across the organization and with external actors
- advising and providing political-administrative servicing to the Minister and the department's management
- contributing to the finance bill, budget follow-up, and economic priorities within the area
- being able to set direction, prioritize, and ensure progress in a daily routine with many simultaneous and diverse tasks
- having good collaboration skills and being able to build relationships across authorities and organizations
- being able to maintain an overview and ensure progress, even when there are tight deadlines and significant political attention.
About you
Education: You have a relevant higher education and several years of administrative experience from the public or private sector.
Experience with leadership: You have solid leadership experience and the ability to create a positive and productive work environment while maintaining an overview in a busy and dynamic everyday life.
Professional insight: You have experience with and a good understanding of the emergency management area and experience working with complex, cross-cutting tasks.
Communication: You have strong written and verbal communication skills and can articulate complex topics clearly and precisely to both political decision-makers and professional collaborators.
Collaboration: You are outgoing, collaborative, and can create relationships across organizations and levels.
Impact: You are able to influence others effectively and thereby create results, changes, and engagement through your communication and actions.
Cultural understanding: Knowledge of Greenlandic conditions and language skills in Greenlandic, Danish, and English will be an advantage.

The emergency management department is organizationally placed in the Department of Housing, Infrastructure, Outer Districts, and Emergency Management. The department consists of 4 divisions, which besides the emergency management department are; the Management Secretariat, the Construction Department, and the Infrastructure Department. There are approximately 50 employees in the department.
Salary and employment conditions
The position is currently salary-fixed corresponding to 38. The salary with fixed salary components and own contribution to pension in LR 38 amounts to DKK 64,048 monthly and DKK 768,576 annually as of April 1, yyyy.
Salary and employment conditions, including the right to relocation and moving expenses, in accordance with the agreement/collective agreement applicable at the time of appointment between the Government of Greenland and the relevant negotiating organization.
Commencement on November 1, 2026, or by agreement.
Security clearance
To be considered for the position, it is required that you can be security cleared to "Secret," and that the security clearance can be maintained throughout the employment period.
Housing
No staff housing is provided for the position. If an applicant already has staff housing through employment in the Self-Government, the right to assigned staff housing is retained. The staff housing is linked to the employment relationship and must be vacated upon termination of the employment relationship.
