As a leader, you will have broad strategic and operational responsibilities. You must ensure that HR and payroll become an integrated part of the organization's development and a natural sparring partner for leaders at all levels. At the same time, you must create the structures, processes, and tools that support professional personnel administration and an efficient payroll function.

Your areas of responsibility

• As Head of HR, Salary and Organizational Development, you will be responsible for:
• Developing and implementing the municipality's overall HR and organizational strategy.
• Building a modern HR function that supports leaders and employees throughout the organization.
• Ensuring that HR becomes an active strategic sparring partner for management, heads, and leaders.
• Developing common guidelines, policies, and standards for HR and personnel matters.
• Establishing professional processes for recruitment, onboarding, competency development, and employee development.
• Driving organizational development and supporting the municipality's ongoing change process.
• Contributing to the development of a new management culture focused on collaboration, responsibility, and competency development.
• Supporting behavioral changes and developing the organization's overall competencies.
• Ensuring stable, correct, and efficient payroll and personnel administration.
• Having overall responsibility for personnel economics, payroll processes, collective agreements, and employment law matters.
• Ensuring coherence between collective agreements, legislation, personnel policies, and daily operations.
• Driving digitization and optimization of HR and payroll processes.

Salary and employment conditions

Salary and employment conditions, including the right to relocation assistance upon hiring and termination, are in accordance with the relevant collective agreement with a negotiating organization depending on your education.

A criminal record certificate must be submitted with the application.

Housing
Unfurnished staff housing can be allocated for the position according to the applicable rules at any given time.
Rent and deposit are paid according to the applicable rules for the allocated housing. The staff housing is linked to the employment relationship and must be vacated upon termination of the employment relationship. Rent and housing standards may vary depending on the age of the housing, ownership conditions, etc. There may be a waiting period for the allocation of permanent staff housing, which is why temporary accommodation may occur. It is not possible to keep dogs or cats in staff or temporary housing.
