We are looking for a department head for the Construction Department, who will ensure external funding for community projects. The position involves responsibility for fundraising, project descriptions, and coordination with foundations. You will play a central role in the development of the Self-Government's work with fund financing.

About the position

The Construction Department is looking for an engaged and independent department head responsible for the development and coordination of the Self-Government's work with external fund financing.

The position combines independent responsibility for the development and coordination of fundraising efforts with a central role in supporting the department head's work with planning, coordination, and the strategic development of the area.

As department head, you will be responsible for identifying relevant funds and pools, developing funding opportunities, and translating complex construction and development projects into targeted project descriptions and grant applications.

You will also be the main contact person for the funds throughout the project process and act as a link between the funds and the project organization. This involves ongoing dialogue, coordination, status updates, reporting, and follow-up, ensuring that the funds always have a comprehensive basis for their engagement in the projects.

The position also includes a fixed function as management support for the department head and involves taking over the department head's functions in the area during vacations, business trips, and other absences.

You will be a key person in building strong and lasting relationships between the Self-Government and external funds and contribute to the continued development of external fund financing as a strategic focus area.

Your primary tasks

  • Identify and communicate the societal, social, and strategic value creation of the projects and translate this into targeted project descriptions and grant applications.
  • Develop fundraising strategies and identify relevant funding opportunities.
  • Prepare project descriptions and grant applications.
  • Be the main contact person for the funds and ensure ongoing dialogue, status updates, coordination, reporting, and follow-up throughout the project's lifespan.
  • Coordinate projects with funding potential across departments.
  • Coordinate cross-cutting development tasks and collaborations with internal and external partners.
  • Support the department head in planning, coordination, and follow-up on the area's tasks.
  • Contribute to the strategic development of the fundraising area and the work with external fund financing.
  • Develop and implement workflows and processes that support the fundraising area and the work with external fund financing.
  • Ensure coherence and progress in cross-cutting initiatives relevant to external fund financing.
  • Contribute to competence development and internal anchoring of the fundraising work.
  • Act as the department head's deputy in the area during vacations, business trips, and other absences.

About you

  • Are analytical, structured, and work independently.
  • Have strong communication skills, both written and oral.
  • Have a special ability to translate complex professional, political, and societal issues into clear and convincing project descriptions and narratives.
  • Can identify and communicate the societal, social, and strategic values in the initiatives and efforts being carried out.
  • Have strong organizational and coordinating skills.
  • Can create overview, coordination, and progress in complex and cross-cutting tasks.
  • Thrive with significant responsibility and a role with both strategic and coordinating tasks.
  • Are good at collaborating and building relationships across organizations and stakeholders.
  • Have experience in preparing grant applications.
  • Have experience collaborating with public and political actors.
  • Master Greenlandic and Danish in writing and speaking.

Salary and employment conditions

Salary and employment conditions, including the right to relocation and moving expenses, in accordance with the agreement/collective agreement applicable at the time of appointment between the Government of Greenland and the relevant negotiating organization. For an applicant with the right documented competencies, employment may occur as a special consultant, chief consultant, or senior advisor in accordance with the applicable collective agreement.

The position is desired to be filled from August 15, 2026, or by agreement.

Housing

No staff housing is provided for the position. If an applicant already has staff housing through employment in the Self-Government, the right to assigned staff housing is retained. The staff housing is linked to the employment relationship and must be vacated upon termination of the employment relationship.

About the Construction Department

The Construction Department is one of four departments in the Ministry of Housing, Infrastructure, Outer Districts, and Emergency Management and has a broad and community-supporting portfolio of tasks. We work with the development, planning, financing, and implementation of initiatives that support the Naalakkersuisut's political objectives and create value for citizens and society.

The department serves as the central building authority and the central client role for the Self-Government's new construction. Additionally, we are responsible for the Housing and Property area, the area for Outer Districts, the Self-Government's insurances, as well as the development and coordination of external fund financing.

Our tasks range from legislation, strategic development, and reform work to authority tasks, administration, financing arrangements, and the implementation of larger development and construction projects.

We also have responsibility for the ministry's economic tasks and the administration of construction grants across the Self-Government's areas of responsibility.
