Project Manager for the Construction Department

We are looking for a skilled and committed project manager who will help develop Greenland's construction and civil engineering sector's role, and develop the public construction sector here at home.

The Construction Department manages several areas, including the Self-Government's central client function as well as regulations regarding the construction, design, and arrangement of buildings and other facilities. Additionally, the Construction Department plays a central role regarding overarching goals concerning innovation, development, and efficiency in construction.

In addition to the client function, the department manages the Central Building Authority, administration of the Self-Government's housing area, the Self-Government's ownership role for properties, the Self-Government's insurances, administration of housing financing, and the department's staff function for Economy and HR. In connection with this, the department manages the administration of the Construction and Renovation Fund.

As a project manager in the Construction Department, you will be part of our project manager team, which is responsible for project management of primarily new construction tasks in the housing, education, health, and social sectors. This involves that you will be responsible for coordinating the preparation of projects and tenders according to construction programs in collaboration with external advisors, entering into contracts with partners, and follow-up and control during execution.

Areas of responsibility

You will be responsible for managing a construction project from start to finish, at the project manager level. This includes, for example:

• Understanding planning and preparation of program proposals or other planning basis
• Understanding ongoing follow-up and quality assurance of project materials
• Initiating tenders and making decisions regarding tender results together with other management
• Responsible for daily management of finances, including control of requests, invoices, guarantees, etc.
• Understanding communication, possibly contract negotiations with contractors and suppliers in collaboration with management
• Representing the Self-Government as a client during all phases of the project, as well as understanding daily project management of construction projects

Your tasks will relate to the work of translating political decisions and goals for construction projects, but since we are a small department, collaboration and flexibility across tasks are a prerequisite. 

Travel activity is to be expected in connection with the position. 

The right candidate

The right candidate has an education as a building constructor, Arctic engineer, or equivalent. 

• Experience as a project manager within the public construction and civil engineering sector
• Strong in written and oral communication
• Collaborative, analytical, and goal-oriented in your working style 
• Ambitious - with the desire and ability to take responsibility and make an effort 
• Team player, but most importantly, you must be able to independently ensure quality and progress in construction projects in all its phases 

You will find that there are high demands on you and your competencies in the position. In addition to a high professional level, we expect you to possess a range of personal competencies, including balancing between a broad overview and an understanding of detail, being able to see the advantages of a mix of independence and co-creation, as well as being diplomatic, informal, and up for a good laugh during your - at times hectic - workday. 

It is an advantage if you have knowledge of the Greenlandic language and society. 

Most importantly, you have the desire to make a difference and contribute positively to our work with the public construction sector. You thrive in a busy daily life, where you maintain an overview and put action behind ideas.

Salary and employment conditions

Salary - and employment conditions, including the right to relocation and departure travel and moving of belongings, in accordance with the agreement/collective agreement applicable at the time of commencement between the Government of Greenland and the relevant negotiating organization. For an applicant with the right documentable competencies, employment can occur as a special consultant, chief consultant, or senior advisor in accordance with the applicable collective agreement.

The position is desired to be filled from August 1, 2026, or by agreement.

Housing

Unfurnished staff housing can be allocated for the position according to the applicable rules at any time. Housing cannot be allocated to individuals who already have staff housing or another property owned by the municipality or the Government of Greenland. Rent and deposit are paid according to the applicable rules for the allocated housing. The staff housing is linked to the employment relationship and must be vacated upon termination of the employment relationship.

Rent and housing standards may vary depending on the age of the housing, ownership conditions, etc. There may be waiting time for the allocation of permanent staff housing, which is why temporary accommodation may occur, including in smaller co-housing communities or hotel apartments, for which taxation occurs. It is not possible to keep larger pets such as dogs or cats in staff or temporary housing.
