The Department of Housing, Infrastructure, Outlying Districts, and Emergency Management is seeking a head of office for the Housing and Property area in Nuuk. The position involves management responsibility, advising and developing housing policy and financing, as well as collaboration with various authorities and organizations.

The Department of Housing, Infrastructure, Outlying Districts, and Emergency Management is seeking a head of office for the Housing and Property area in the Construction Department.

The Department of Housing, Infrastructure, Outlying Districts, and Emergency Management is looking for a professionally strong and committed head of office for the Housing and Property area.

The Housing and Property area manages a broad portfolio of tasks within housing policy, housing finance, and legislation. The area is also responsible for the administration of the Self-Government's rental properties and the management of the Self-Government's ownership role for properties and other material assets, including buying and selling. Additionally, the area handles citizen inquiries and political-administrative service.

The Housing and Property area is organizationally placed in the Construction Department. The department is responsible for, among other things, the central building authority and the Self-Government's central client role for new construction, as well as tasks within housing and property, outlying districts, insurance, and external fund financing. The department is also responsible for the department's financial tasks and the administration of construction grants across the Self-Government's areas of responsibility.

About the position

As head of office, you will have the professional and personnel management responsibility for the Housing and Property area.

The Housing and Property area consists of a lawyer, two associates, an economic caseworker, and an office associate. The employees have different professional profiles and areas of responsibility and work, among other things, with housing finance, real estate, legislation, the rental housing sector, buying and selling of assets, citizen inquiries, and political-administrative service.

You will be responsible for setting direction for the area, prioritizing and coordinating tasks, and ensuring high quality and progress in task resolution. At the same time, you must support the employees' professional development and create a good framework for independent task resolution, responsibility, and collaboration.

The position combines personnel management and professional leadership with legislative work, authority tasks, financial and administrative issues, as well as close political-administrative service.

You will report to the head of the Construction Department and will have close collaboration with the department's management and the Minister, as well as with other departments, municipalities, companies, financial institutions, and other partners.

Your tasks

Your tasks will include:

  • personnel management and professional leadership of the employees in the Housing and Property area
  • prioritization, coordination, and quality assurance of the area's overall task portfolio
  • advising and providing professional support to employees in specific and principled cases
  • development, administration, and follow-up on the area's legislation
  • strategic development and follow-up on the administration of the Self-Government's rental properties
  • overall responsibility for the administration and development of the Self-Government's housing finance schemes
  • management of the Self-Government's ownership role for properties and other material assets, including buying, selling, and transferring
  • administration of the rules regarding the acquisition of rights or usage rights to real estate and areas
  • processing and quality assurance of principled and general questions within the area's area of responsibility
  • preparation and quality assurance of proposals for the Minister, § 37 responses, consultation responses, notes, and other political materials
  • advising and political-administrative service to the Minister and the department's management
  • contributing to the finance bill, budget follow-up, and financial priorities within the area
  • coordination and collaboration with other authorities, municipalities, companies, and other partners
  • development of workflows, quality assurance, and a uniform administrative practice

About you

We envision that you have a relevant higher education in, for example, law, public administration, social sciences, economics, or another relevant field. Your specific educational background is less important than your managerial qualifications, professional judgment, and ability to handle complex issues in a politically led organization.

  • have management experience or strong qualifications to undertake personnel and professional management
  • can set direction, prioritize, and ensure progress in a daily routine with many simultaneous and diverse tasks
  • understand the work in a politically led organization
  • can drive strategic development and reform tasks and translate political decisions into concrete implementation
  • have strong analytical skills and can understand complex legal, administrative, and financial issues
  • have good written and oral communication skills
  • can ensure the professional quality in decision proposals, legislation, notes, and decisions
  • can make decisions and take responsibility for the area's overall task resolution
  • can create good conditions for employees' well-being, professional development, responsibility, and independence
  • have good collaboration skills and can build relationships across authorities and organizations
  • can maintain an overview and ensure progress, even when there are tight deadlines and significant political attention.

Experience from a politically led organization or public administration will be an advantage but is not a requirement.

Knowledge of the housing sector, legislative work, political service, housing finance, or economics will be an advantage.

Knowledge of Greenlandic societal conditions is highly valued.

It will be an advantage if you can communicate in both Greenlandic and Danish.

Salary and employment conditions

The position is currently salary-fixed corresponding to 36. The salary with fixed salary components and your contribution to pension in LR 36 amounts to DKK 57,531 monthly and DKK 690,372 annually as of April 1, 2026.

Salary and employment conditions, including the right to relocation and moving expenses, in accordance with the agreement/collective agreement in effect at the time of appointment between the Government of Greenland and the relevant negotiating organization. For an applicant with the right documentable competencies, employment can occur as a special consultant, chief consultant, or senior advisor according to the applicable collective agreement.

Start date November 1, 2026, or by agreement.

Housing
No staff housing is provided for the position. If an applicant already has staff housing through employment in the Self-Government, the right to assigned staff housing is retained. The staff housing is linked to the employment relationship and must be vacated upon termination of the employment relationship.
