Office Manager for the HR Consultancy Area in HR & Law

The Agency for Economy and Personnel (ASA) is seeking an office manager for the HR consultancy area in HR & Law. You will have primary responsibility for HR consultants and collaborate with the office manager for the legal team. The focus is on operational, quality, and development goals, including drafting employment contracts in collaboration with entities in the Self-Government.

The Agency for Modernisation (ASA) is seeking a department head who can simultaneously maintain an overview and delve into the details within the employment law area.

As the office manager, you will have primary responsibility for ASA's personnel consultants and their task solutions in close collaboration with the office manager for the lawyers. You will need to collaborate and coordinate the task portfolio, including the organization of workflows and the development of the unit. In the absence of one, the other office manager will cover the management task in Personnel and Law. There is a focus on dedicated operational, quality, and development goals, including ensuring that employment contracts are prepared in good time in collaboration with the hiring units in the Self-Government and associated units.

The Personnel and Legal department currently consists of 8 consultants and 5 personnel lawyers, each with their own office manager. There is a close organizational, task-related, and advisory connection with other units both within and outside ASA, see more about this at www.asa.gl

The unit's tasks include, among others:

  • Preparation of employment contracts and guidance on correct salary
  • Case processing of certain issues regarding applicable agreements and contracts for the Self-Government's central administration and underlying entities.
  • Management of vacation, appointments, maternity leave letters, anniversaries, etc.
  • Case handling of resignations, relocations, and similar matters
  • Support the work of adjacent units.
  • Personnel management for the personnel consultants, including distribution, handling, and prioritization of cases and contracts on time.
  • Coordinate, optimize, and system-support workflows internally within the unit and to units in the Self-Government and municipalities.
  • Professional sparring with the personnel consultants and the agency's other management.
  • Management information related to the unit
  • Responsibility for specifically defined areas, coordinated with the office manager for lawyers.
  • Graduated Cand.jur/Cand.merc.jur or similar
  • Documented experience with or interest in management
  • Several years of experience in employment law and labor law
  • Several years of experience in public administration, preferably in self-government.
  • Insight into the collective agreement system
  • Language skills in Greenlandic and Danish, as well as knowledge of Greenlandic culture and the Greenlandic society.
  • Trustworthy, outgoing, and motivating
  • Strong competencies in relationship-building collaboration, bridge-building, and facilitation of dialogue.

The position is currently salary-fixed corresponding to 36. The salary with fixed salary components and the individual's contribution to the pension in LR 36 amounts to DKK 57,531 monthly and DKK 690,372 annually as of April 1, 2026.

Employment will primarily be on collective agreement terms; if the applicant is already a civil servant under the civil service laws for public Greenland, employment may occur under civil servant terms.

Salary and employment conditions, including the right to relocation and moving expenses, in accordance with the collective agreement applicable at the time of appointment between the Government of Greenland and the relevant negotiating organization. Civil servants in the state and employees under a number of AC agreements, including the agreement between DJØF and the Ministry of Finance, have the right to unpaid leave in connection with employment under the Government of Greenland. The Ministry of the Interior has also urged municipalities and regions to be accommodating towards applications for unpaid leave in connection with employment under the Government of Greenland. The provisions on unpaid leave also apply to spouses/partners of individuals employed under the Government of Greenland.

The working hours are initially 40 hours per week, and there is an obligation of availability attached to the position of 320 annually and 80 quarterly, and the provisions for compensation for lost days off do not apply.

Housing

No staff housing is provided for the position. If an applicant already has staff housing through employment in the Self-Government, the right to assigned staff housing is retained. The staff housing is linked to the employment relationship and must be vacated upon the termination of the employment relationship.
