Chief Consultant for Financial Management and Strategic Development

Do you want to help strengthen financial management and create a solid decision-making basis for management and the political level in Greenland's largest municipality?

Kommuneqarfik Sermersooq is looking for an experienced chief consultant who can combine strong competencies in public financial management with strategic understanding, analysis, and development. You will play a central role in the finance department and become a close professional sparring partner for the finance manager, management, and the organization. The position is for you who can see the big strategic connections and delve into financial models, budgets, and analyses when necessary. The function is new in the municipality, and you will therefore have a unique opportunity to shape the content and scope of the position yourself.

About the job:

As a chief consultant, you will have a key role in the continued development of the municipality's financial management. You will contribute to ensuring quality and coherence in budgeting, budget follow-up, and financial analyses and help develop the management principles and models that form the basis for the municipality's financial decisions. One of your first major tasks will be to develop a new budget model that links the budget to demographic development and the municipality's activities.

You will be part of the finance department, which consists of debtor, creditor, controller, and budgeting functions with a total of around 28 employees. You will work closely with the finance manager, the executive team, leaders, and professional departments and will also have contact with the political level and external partners, including the Government of Greenland.

Your central tasks:

∙Coordinate and ensure quality in the municipality's budgeting and budget follow-up

∙Prepare financial and statistical analyses as well as decision-making bases for management and politicians

∙Develop the municipality's financial management, management principles, and budget models

∙Develop management information, forecasts, and management tools

∙Analyze the financial consequences of legislation, reforms, and political decisions

∙Support the finance manager, executive team, and the political level with financial advice

∙Contribute to cross-cutting strategic projects and larger development tasks

The position does not have personnel responsibility, but you are expected to take significant professional responsibility and act as a sparring partner and professional driving force in the financial area.

About you:

We are looking for an experienced profile with in-depth knowledge of public finance. You have at least 5 years of experience in financial management, analysis, and development – preferably from a municipality, the Government, or another politically led organization. You are used to working closely with management and political decision-making processes and understand the interplay between finance, professional considerations, and political priorities.

We expect that you:

∙Have a relevant higher education in finance, public administration, social sciences, or equivalent

∙Have solid experience with budgeting, budget follow-up, and accounting in a public organization

∙Have experience in developing financial management models and translating them into practice

∙Have strong analytical skills and can translate complex data into clear recommendations

∙Have experience with project and process management

∙Can communicate finance clearly and precisely – in writing and orally – also to recipients without a financial background

∙Have strong skills in Excel and experience with financial systems and reporting tools

∙Have political acumen and can provide professionally solid advice, even when the message is difficult

∙Maintain an overview and deliver quality under time pressure, e.g., in the budgeting process

∙Thrive on taking responsibility and following your tasks through to completion

It would be nice if you:

∙Have practical knowledge of Greenlandic societal conditions and public administration in Greenland

∙Know the economic relationships between the Greenlandic municipalities, including block grants and equalization

∙Have experience with impact and effect calculations

∙Have experience with data visualization and management information in Power BI

∙Thrive with a broad contact surface and can collaborate at all organizational levels

∙Can drive complex tasks independently from analysis to implementation

∙Work in a structured, methodical, and solution-oriented manner

∙Being bilingual in Greenlandic and Danish is an advantage, but not a requirement

We offer:

You will have a central specialist position with significant influence on the development of the municipality's financial management. You will be part of an organization where the finance function plays an important role in creating coherence between political ambitions, professional priorities, and the municipality's financial frameworks.

At the same time, you will have the opportunity to work with some of the most complex financial and management issues in Greenland's largest municipality. We actively work with further education, and you will have good opportunities to develop professionally.

Salary and employment conditions:

Salary and employment conditions will be in accordance with the applicable collective agreement between the Government of Greenland, according to the agreement/collective agreement applicable at the time of commencement between the Government of Greenland and the relevant negotiating organization.

Employment will be subject to a 3-month probation period.

Housing: Personal housing may be offered for the position, for which a deposit and rent, utilities, etc. are paid according to the rules for rent payment in the Government of Greenland and the municipality's properties in Greenland.
