Coordinator for the establishment of a voluntary emergency service

Avannaata Municipality is looking for an engaged and experienced coordinator who will build and coordinate a voluntary emergency service in the municipality.

Ilulissat is facing significant development with the opening of the new international airport. At the same time, the municipality is experiencing increasing activity in tourism, sailing, outdoor life, and business. This places greater demands on the overall emergency service.

The municipality's emergency service is already being upgraded, but in the event of larger incidents – for example, accidents at sea, in the mountains, or in the open land – there will be a need for additional capacity. The purpose of the position is therefore to build a strong network of volunteers who can support the professional emergency authorities when the need arises.

The position is a project manager role with responsibility for planning, coordinating, and developing the voluntary emergency service in close collaboration with the municipality's emergency service, relevant authorities, and local actors.

Your tasks.

You will be responsible for:

• Mapping the municipality's needs for voluntary emergency resources
• Establishing and developing a voluntary emergency service throughout the municipality
• Creating collaboration with local associations, businesses, and organizations
• Mobilizing volunteers through information meetings, workshops, and networking activities
• Establishing collaboration with tour operators, boat drivers, hunting and fishing associations, snowmobile associations, and other relevant actors
• Preparing contact lists and emergency registers of voluntary resources
• Assisting in describing roles, responsibilities, and activation procedures for volunteers
• Developing emergency plans in collaboration with the municipal emergency service
• Planning and coordinating exercises and training activities for volunteers
• Identifying needs for equipment and skills development among the volunteers
• Contributing to ongoing evaluation and further development of the voluntary emergency service

An example could be the establishment of a voluntary maritime emergency service, where local tour operators and other boat owners voluntarily participate in an emergency arrangement. The coordinator must, in collaboration with the emergency service, describe how the volunteers can assist in larger incidents, what equipment should be on board, and how activation and communication should take place.

We expect that you

• Have experience in project management or coordination of larger projects
• Have experience from emergency services, rescue services, police, defense, health emergency services, or similar
• Have experience in developing emergency plans and procedures
• Have good collaboration skills and can create engagement among many different actors
• Work in a structured and independent manner
• Have good communication skills both verbally and in writing
• Can create trusting relationships and motivate volunteers
• Have an understanding of the collaboration between public authorities, businesses, and civil society
• Have a driver's license (desirable)

Knowledge of Greenlandic conditions and experience working in smaller local communities will be an advantage.

The position is a project manager position.

Salary and employment conditions will be determined in accordance with the applicable collective agreement. In determining the salary, the applicant's education, experience, and other qualifications will be given significant importance.

No housing will be provided for the position.
