Kommune Qeqertalik is seeking two controllers who will help build and develop financial management in our new administrations.

We are looking for employees who have both solid financial understanding and the ability to create engagement among those responsible for budgets. Our ambition is to develop a financial management system where individual leaders not only have an overview of their budgets but also find it interesting and rewarding to actively participate in managing their finances.

This requires controllers who can build trust, communicate finance in an understandable way, and be good sparring partners for both department heads and budget holders.

About the positions

You will be employed in Kommune Qeqertalik's central finance department, where you, along with the other controller and our two existing accounting staff, will be part of a cohesive finance team with direct reference to the accounting manager.

The controllers will be assigned to the individual administrations depending on the experience you bring.

Your most important task will be to build and develop financial management in the individual departments and institutions of the administration through close collaboration with the department head and the budget holders.

You will assist the budget holders in conducting a monthly follow-up on their departments' finances, including analyzing budget deviations, preparing forecasts, and assessing the expected annual results.

The departments' financial follow-ups will be compiled into partial reports for the various areas of the administration, which subsequently form the basis for the administration's overall monthly financial report.

The department head is responsible for the overall report, while you, as a controller, assist in preparing and ensuring its quality in close collaboration with the department head and the administration's budget holders.

The administrations' financial reports are submitted to the finance administration, which uses the reports and the administrations' own comments to prepare the municipality's overall financial report. The administrations' reports are attached as appendices to the overall report, as well as being sent to the committee for the administration.

Your main tasks

·Assist the budget holders in conducting the monthly financial follow-up in their departments and institutions.

·Teach and guide the budget holders in budget understanding, financial follow-up, forecasts, and the use of financial management tools.

·Contribute to creating engagement and ownership among the budget holders so that financial management becomes a natural and meaningful part of their daily management tasks.

·Assist in the preparation of partial reports and the administration's overall financial report, including independently preparing financial analyses, forecasts, and assessments.

·Be an active financial sparring partner for the department head and contribute to understanding the financial development as well as identifying risks and the need for corrective actions.

·Support the administration's budget planning and development of ongoing financial management.

·In collaboration with the other employees in the finance department, ensure high quality in bookkeeping, including correct coding, periodization, and reconciliation, so that the financial reports are based on valid and accurate accounting data.


Who are you?

We are primarily looking for employees with practical experience in municipal financial management and preferably with documented results from previous positions.

It would be a significant advantage if you have previously held financial responsibility in a municipal administration and have experience in independently preparing financial reports, budget follow-ups, forecasts, and financial analyses.

We place particular emphasis on your experience in training and engaging budget holders in financial management and your ability to communicate financial relationships in a simple and understandable way.

You should be able to meet people at eye level, create trusting collaborative relationships, and motivate leaders and employees to actively work with finances in their departments.

You have good skills in Excel and preferably experience with Power BI or similar reporting tools.

We are also interested in candidates who have not yet held similar independent financial responsibility but have demonstrated that they possess the professional and personal competencies to develop in the position.

Practical experience, documented results, and good references weigh more than formal education.

We offer

You will be part of a smaller finance team where you will have an independent area of responsibility and the opportunity to influence the development of financial management in Kommune Qeqertalik.

You will play a central role in collaborating with the administrations' management and the budget holders and have the opportunity to use your experience to create concrete and lasting improvements in the municipality's financial management.

Salary and employment conditions

The positions are full-time positions with employment as soon as possible or by further agreement.

Salary and employment conditions are determined according to the applicable collective agreement and based on an individual assessment of your qualifications, practical experience, documented results, and references.

The final salary placement will be agreed upon with consideration to the position's responsibilities and your qualifications, experience, and salary expectations.

Criminal record:

This position is subject to the law on the obligation to obtain a criminal record. According to the law, employment can only begin once the municipality has received a criminal record. We must therefore point out that the start date can only be agreed upon once the municipality has received the criminal record from the Police.

Housing:

Housing can be provided for the position, for which a deposit and rent, utilities, etc. are paid according to the applicable rules for rent payment in Greenland's Self-Government and the municipality's properties, etc. in Greenland. If permanent staff housing cannot be made available immediately upon commencement, employees entitled to temporary housing will be offered a temporary housing solution, for which A-tax will be paid for free benefits in accordance with applicable legislation.

OR The start date is dependent on when a staff housing becomes available. A relocation travel and moving expenses will be provided in accordance with applicable rules.

A staff housing must be vacated upon termination of employment.
